Our take

Offline, no cloud, no account, no subscription, your passwords sit in a database file you control entirely. That ownership cuts both ways: you are responsible for backing up the file and you own losing it, which suits people who already manage their own backups and frustrates anyone wanting passwords to just appear on a new phone. The Android side is a separate app, KeePassDX, rather than a smooth official handoff. Pick it if local control matters more than convenience.
