Most privacy advice fails the same way: it treats everyone alike. A journalist and someone who just wants ads to stop trailing them get handed the same intimidating checklist, so most people read two steps, feel overwhelmed, and give up. The fix is not more tools. It is knowing how far you actually need to go.

That is what threat levels are for. Every tool we list now carries one of three tiers, so you can tell at a glance whether a pick is a painless swap or serious kit for a serious situation. Match the level to your life and the homework gets a lot shorter.

The three levels

Covered is the starting line. Swap the apps that quietly profile you for ones that do not: a private browser, a search engine that forgets you, encrypted DNS, an email alias. No new habits, nothing to configure. If you do nothing else on this site, do this.

Hardened is for when you have decided privacy is worth a little friction. A VPN you can actually trust, a de-Googled phone, separate identities for separate accounts, a password manager backed by a hardware key. More to set up, far less of you exposed.

Targeted is a different game. Someone specific is trying to reach or identify you, and they have resources: a stalker, an abusive ex, a hostile employer. This tier means Tor, an amnesic operating system, messaging built to resist metadata. Convenience is not the point, and most people genuinely do not need to be here. That is fine.

The tiers stack. A Covered tool still pulls its weight once you are Hardened, and a Targeted setup assumes you already handled the easier two. Pick the highest level your situation calls for and work down from there.
